My manager has locked my hours at 17 a week. I connon survive on this amount of hours.  I am going to need to find another job :(

That's rough.  I have the opposite problem - I need to work all the time.  Unfortunately, I don't get paid overtime :(

Is it legal for your company to not pay any overtime?

I'm exempt from overtime.  Actually, my company classifies all of it's employees as exempt from overtime.

It is amazing how these laws vary from place to place.  I have recently moved from California to Delaware, and I have got to tell you... the employees here are a little more on the taken advantage side.

But then, a lot of them thing Californians are too greedy, so it's hard to tell who is right!

I always figured delaware was more like cali than that.

I guess it is all in perception!  Personally, having grown up in Cali, I see the workers there as just wanting a fair wage for fair hours.  But I could be biased.  :)  Here, the employers seem to want you to give and give, but I am not seeing any monetary compensation other than "you get to keep your job".  It is truly culture shock.  My husbands employer made him salary, and it was decent money for a 40 hour week, possibly even 45, but they want him to work 60+ hours a week!  That is a huge pay cut!

There is a big difference between right to work states and at will employment states.  I moved from a right to work state (michigan) to an at will state (georgia) and it's been interesting.

Tell me about this "right to work"  I am familiar with at-will as that was CA.  Not sure what we are here.
