I'm sure this isn't all that widespread, but that it has happened at all is very very disturbing.  I can understand police wanting to shake down a group of people standing around after a shootout to make sure they weren't involved, but breaking equipment and taking memory cards is NOT ACCEPTABLE in any way, in any circumstance.  We expect to hear things like this in foreign countries, not in the US. 

The difference, I believe, is that here the police are acting individually trying to protect themselves from criminal investigation, whereas inn places like China , these actions are policies of the government.
